Mr. Chen specializes in real estate construction and infrastructure (including PPP), finance and securities, corporate legal risk assessment and prevention, international trade and investment.

Mr. Chen has extensive experience in the whole process of land development and transaction and real estate secondary development, and has a deep understanding of real estate investment and financing, cooperative development, construction and sales. He has served PPP projects such as Hangzhou Metro Line 1 and other rail transportation, tunnel, motorway and park level development projects. Mr. Chen provides legal services in real estate and infrastructure including conducting due diligence, participating in project structuring, negotiating, drafting project documents, and assisting with approvals and registrations for clients ranging from government departments to Chinese and foreign corporate investors.

Mr. Chen has acted as legal counsel for a number of banks, insurance and telecommunications institutions. Mr. Chen has participated in a number of corporate restructurings, reorganization, liquidation, bankruptcy reorganization, equity private placement and venture capital projects, and provided legal services for corporate listing as issuer's counsel.

Mr. Chen has undertaken many types of litigation and arbitration (including cross-border arbitration) cases, and has accumulated rich experience in dispute resolution.

Education background

Mr. Chen holds a Bachelor of Law degree as well as a Master degree in International Economic Law from Zhejiang University. 

As an attorney on the UK Secretary of State for Justice's China-UK Young attorneys Exchange Programme, Mr. Chen attended a 14-month exchange programme at the School of Oriental and African Studies, University of London, NORTON ROSE LAW FIRM and Mars & Partners in Hong Kong from 1995 to 1996.

Mr. Chen’s working language is Mandarin Chinese and English.
